SRINAGAR/ NEW DELHI: J&K administration on Saturday sacked its four employees — two police constables, a school teacher and an assistant lineman — over alleged terror links and activities that include supply of ammunition to terrorists and servicing of their weapons, playing guide to infiltrating terrorists and mobilising violent protests to keep Kashmir on the boil.
Invoking Article 311(2) (c) of the Constitution, J&K LG Manoj Sinha ordered the dismissals after “a discreet background check by J&K CID established that the four staffers — constables Abdul Rehman Dar and Ghulam Rasool Bhat, school teacher Shabeer Ahmad Wani and assistant lineman Anayatullah Shah Pirzada — were acting on behalf of Pakistan’s ISI and terror outfits sponsored by it”.
With these four terminations, 61 J&K government staffers have faced termination under Article 311(2) (c) during Sinha’s tenure in J&K.
As per CID dossiers accessed by TOI, Abdul Rehman Dar hails from Tral.
Recruited in 2002, Dar was mostly seen with overground workers, including Sajjad Hussain Parray, with whom he ran a garments business. Sajjad was apprehended in Awantipora along with three other Al-Badr terrorists and a search unearthed an AK-56 rifle, magazine, 28 rounds and Chinese hand grenades. Dar allegedly acted as terrorists’ mole in J&K Police and would transport illegal arms and ammunition, provided by another tainted constable Ghulam Rasool Bhat, between Budgam and Tral.
J&K constable Ghulam Rasool Bhat, who was posted at a kote (a facility for storage and repair of weapons) in Budgam police lines, was inducted into active terrorism by a network of OGWs and terrorists of Lalgam Tral area.
Sources said he managed his posting for years as an assistant kote NCO with the ulterior aim to provide technical support to terrorists for the repair and maintenance of their firearms.
Officials said, till now, 61 J&K government staffers have faced termination under Article 311(2) (c) during Sinha’s tenure in J&K.Anayatullah Shah Pirzada, assistant line-man in jal shakti division, Baramulla, CID dossier states, is a “terrorist associate of outlawed Al-Badr Mujahideen”.
He was close to then chief operations commander of the outfit Yousuf Baloch, based in Rafiabad, PoK in late 1990s and early 2000s, and later another Al Badr terrorist commander Tameem. Anayatullah would receive and guide infiltrating groups of terrorists from across the border and settle them in J&K.
Shabeer Ahmad Wani, a teacher in J&K school education department and a resident of D H Pora, Kulgam, had been an active member of banned Jamaat-e-Islami and associated with Hizbul Mujahideen.
He played a pivotal role in nourishing, strengthening and proliferating a conducive ecosystem for secessionism and terrorism across Kulgam, Shopian and Anantnag, said our official sourceswho did not want to be named.
