
Gurugram: Barely six weeks after Haryana ministers met Chief Minister Nayab Singh Saini seeking powers to transfer employees, the state government has come out with a draft transfer policy that effectively keeps the ministers and MLAs out of this process.
The human resources department of the Haryana government Monday notified the draft “Model Online Transfer Policy” for the administrative secretaries of the government and the heads of all departments, inviting their views and suggestions on the draft policy by 28 February.
“No employee will canvass for his case except through a representation to the Head of the Department. All other individual representations shall be treated as an attempt to bring extraneous influence on the due process,” reads the policy.
The policy states that once implemented, all transfers will be conducted under the online transfer drive as provided within the policy.
Only last month, some ministers had sought powers from Chief Minister Saini to transfer employees. They had maintained that they did not even have the authority to transfer Group D employees within their departments.
However, Saini firmly rejected their demand. The draft policy further states that transfers will preferably take place once a year. However, transfers necessitated by promotion, direct recruitment or administrative exigencies may be made with prior approval of the chief minister.
The policy will apply to all employees of respective cadres working on a regular basis under any department where the sanctioned cadre strength of a post is 50 or above, except for the All India Services and the Haryana Civil Services (Executive Branch) and allied services.
However, when the transfer drive is not in progress, an employee’s request for a temporary transfer on compelling grounds may be considered with the chief minister’s approval.
“The Chief Minister retains the prerogative to transfer any employee in the public interest by granting relaxation in the policy,” the draft policy states.

Various provisions of draft policy
The Haryana government Monday introduced a new comprehensive transfer policy applicable to all state government employees, excluding those from the HCS (Executive Branch) and allied services.
The policy, which aims to promote transparency, accountability, and employee welfare, will be implemented through an online transfer management system.
Women employees with children under five years, differently-abled employees, and those nearing retirement will be given preference in postings. Couples in government service will be prioritised for postings in the same district, subject to availability. Transfers will be restricted to cases of administrative exigency, disciplinary action, or public interest.
For the transfer of an employee to a vacant position, merit will be determined by a composite score based on points earned out of a total of 80 points. An employee can receive a maximum of 60 points based on age criteria set under the policy. Additional 10 points will be awarded to women employees. Another 10 points will be given to widows below the age of 40 or divorcees. Similarly, widowers with one or more minor children or unmarried daughters will receive 10 points.
Employees whose spouses serve in the armed forces will be awarded 10 points. In cases where an employee, spouse, or unmarried child is suffering from a debilitating disease, the employee will receive 10 points. Those with a 100 percent differently-abled or mentally challenged child will also be granted 10 points. Employees suffering from any of the disabilities defined under the Rights of Persons with Disabilities Act, 2016, will be awarded 20 points.
