Set up panel to hear complaints: RERA to DDA on Dwarka’s Golf View Apartments

Amid complaints received from residents of Golf View Apartments in Dwarka’s Sector 19B, including those related to substandard construction quality, the Real Estate Regulatory Authority (RERA) has asked the Delhi Development Authority (DDA) to set up a panel and look into the grievances. The DDA has been directed to submit an action taken report within a month.

“The Authority, after hearing the concerns of complainants regarding the quality of flats, directs the concerned Chief Engineer, DDA, to constitute a committee under the chairmanship of Superintendent Engineer and look into the problems faced by complainants and submit a report on their rectification within a month,” read the order dated April 3 by RERA chairperson Anand Kumar and RERA member Devesh Singh. The cases have been relisted for May 14.

RERA was hearing complaints from 11 residents who had approached the real estate regulator about the poor quality of the construction of flats. They had also claimed that the DDA demanded payment without completion of work.

The regulator has taken up all the cases against the DDA together since the nature of the complaints was similar, the order stated.

This is not the first time that DDA has found itself in hot water with the RERA for Golf View Apartments. In April last year, the regulator pulled up the planning and development body for initiating the advertising and sales process even before the Sector 19B project was registered.

The DDA’s Golf View Apartments boast of having over 1,100 luxury flats — 14 penthouses, 170 Super High-Income Group (S-HIG) residences, and 946 HIG flats. The complex, consisting of 11 towers, will face an 18-hole golf course, which is still under development.

The auctions of the luxury flats saw a hugely positive response and fierce competition amongst bidders. The DDA noted during its first round of auctions that it had received an 80% premium in some cases. Around 500 residents have taken possession of their flats and around 80 have started living in their houses, according to a resident.

The Indian Express had previously reported that residents had complained of substandard construction. They claimed to face issues of rusted iron fittings and seepage. There was also an alleged delay in the allocation of the flats to residents. Even as the DDA promised completion by June 2024, the flats were delivered by October 2024, claimed residents.

“Our main plea was a third-party independent audit. Instead, the Superintendent Engineer, who is responsible for all these problems, has now been appointed as the Chairman of the committee to look into the problems. How can this be justified?” asked Rishish Jha, one of the complainants.

“Additionally, the homeowners don’t have any representation in the committee,” Jha said. In his complaint, Jha had sought a thorough investigation into “misleading advertisements” and substandard construction, directions to DDA to rectify “shortcomings”, and adequate compensation for aggrieved buyers.
