The Federal Bureau of Investigation (FBI) on Thursday announced a reward of up to USD 25,000 for providing information leading to the arrest and conviction of Cindy Rodriguez Singh. According to the FBI, Rodriguez Singh is a capital murder suspect, and she is wanted in connection with the homicide of her young son, Noel Alvarez. She has ties with India and Mexico.

Rodriguez Singh allegedly killed her six-year-old son Noel Alvarez, who has not been seen alive since October 2022. Everman Police Department officers carried out a welfare check on behalf of the boy on March 20, 2023, at the request of the Texas Department of Family and Protective Services.

During the welfare check interview, Rodriguez Singh lied to officers while explaining that the boy was living with his biological father in Mexico, and had been there since November 2022, according to the FBI.

The fugitive boarded an international flight bound for India on March 22, 2023, along with her husband and six other juvenile children. It was determined that the missing child was not present at that time. On October 31, 2023, she was charged with capital murder in the District Court of Tarrant County, Fort Worth, Texas.

A few days later, a federal arrest warrant was issued for Rodriguez Singh in the United States District Court, Northern District of Texas, Fort Worth, Texas, after she was charged with unlawful flight to avoid prosecution. While announcing the reward for locating the fugitive on Thursday, SAC Yarbrough urged the media and public to help locate Rodriguez Singh.

“Cindy Rodriguez Singh is wanted for allegedly murdering her young son,” Yarbrough said, as quoted by the FBI.

“I am confident that the combination of publicity, a significant reward offering, and the team of experienced investigators assembled by the FBI Fort Worth Resident Agency violent crime squad, the Everman Police Department, the Tarrant County District Attorney’s Office, and the Texas DPS-Texas Rangers will lead to her arrest. The community of Everman needs justice for Noel,” he added.

Rodriguez Singh Was Last Seen in March 2023

Rodriguez Singh was last seen on March 22, 2023, when she, her husband, and six juvenile children, boarded an international flight to India. Born in 1985 in Dallas, Texas, the fugitive stands 5 feet, 1 inch, and 5 feet, 3 inches tall and weighs 120-140 pounds.

According to the FBI, she has a medium complexion and tattoos on her back, legs, right arm, right hand, and right calf. She has brown eyes and brown hair.

“The immediate capture of Cindy Rodriguez Singh is so incredibly important in the interest of justice, the safety of our communities, as well as the safety of the other children in her custody,” Chief Spencer asserted, as quoted by the FBI.
