
A month after a major reshuffling of its lower subordinates in the Delhi Police Special Cell, Police Commissioner Sanjay Arora on Monday announced its restructuring with two additional Commissioners of Police to look after three ranges, each and they will report to another senior most additional CP in the unit.
Sources said this has been done to prevent any confusion in the hierarchy as the anti terror-unit is currently having three additional CP rank officers.
According to an order issued from Arora’s office, dated April 21, 2011 batch AGMUT cadre IPS Manoj C shall supervise Northern, Southern and South-Western Ranges while Patiksha Godara, of the same batch, shall supervise New-Delhi and Trans-Yamuna Ranges and Counter Intelligence unit of Special Cell.
“Both the officers shall report to the Special Commissioner of Police through Additional CP, PS Kushwah,” the order reads. Kushwah is 2009 batch AGMUT cadre IPS officer, who has been associated with the anti-terror unit for over ten years. Kushwah got promoted to Additional CP in January 2023.
The Special Cell which was set up in 1986 to detect, avert and investigate terrorism related cases and organised crime in the city, used to see DANIPS (Delhi, Andaman and Nicobar Police Service) level officers on the post of DCPs. They would report to the Joint Commissioner or Special Commissioner.
In 2021, the then Police Commissioner Rakesh Asthana appointed the three IPS officers along with the three existing DANIPS officers for each range and the CI unit. Asthana had said that the cell will get new ideas and new perspectives with the induction of three IPS officers.
Interestingly, the role of two DCPs — Manishi Chandra, who is looking after CI and also having the post of OSD to Commissioner, Delhi and Amit Kaushik having the charge of Northern and Trans-Yamuna ranges have not been changed, sources said.

In March, around 15 inspectors and 20 sub-inspectors were transferred to other units from the Special Cell. According to a source, the Delhi Police is expecting a pending reshuffle of AGMUT cadre officers from the Ministry of Home Affairs (MHA) in the coming days.
