In a letter to public sector banks, the Ministry of Housing and Urban Affairs has noted that “sanctions and disbursements” of loans for street vendors, as part of a scheme instituted during the Covid-19 lockdown last year, have “slowed down”. “It has been observed that after initial months of tremendous success, the sanctions and disbursements have slowed down owing to a number of factors like merger of banks, banks getting pre-occupied due to quarter ending in December, very high number of applications returned by certain banks and bank branches unable to contact the street vendors,” says the note signed by Secretary Durga Shanker Mishra on Tuesday. “As you are aware, the SVs (street vendors) generally, are financially not included and rely on credit from informal sources....

Two new strains in 3 states, but not linked to surge, says Centre

THE CENTRE said on Tuesday that two new Covid-19 strains have been detected in three states — Maharashtra, Kerala and Telangana — but there is no scientific evidence to suggest that the recent surge being reported by the first two states is linked to these variants. This is in addition to the three other strains — from UK, South Africa and Brazil — reported earlier. Responding to Wipro founder Azim Premji’s suggestion on engaging private players to accelerate Covid-19 vaccination, the Centre said private hospitals would “be utilised in large numbers” in the next phase of vaccinating the 27 crore priority group, set to begin in March. Addressing the weekly briefing, Dr V K Paul, Member, NITI Aayog, said the Indian SARS-CoV-2 Genomic Consortia (INSACOG) has detected two varia...

Odisha rape: Meeting in jail, bank transfers led police to accused

An unexpected encounter inside a jail, a crucial mistake spotted in records, an elaborate three-month intelligence operation in an Odisha village, suspicious bank transfers — and a last-minute escape bid. These are the key turning points on the trail that led a police team from Bhubaneswar to Lonavala in Maharashtra last weekend and finally to the prime accused in a rape case that had rocked Odisha in 1999 and led to the resignation of then Chief Minister J B Patnaik. On Monday, Odisha Police formally recorded the arrest of Bibekananda Biswal alias Biban, 50, in Bhubaneswar after bringing him from Aamby Valley where he was working as a plumber earning Rs 17,000 a month and holding an Aadhaar card in the name of “Jalandhar Swain”. “He was identified as Biban by multiple sour...

Conspiracy, sedition: ruling in Disha Ravi case raises bar for State

By ruling that “mere engagement with persons of dubious credentials” is not a crime, the Delhi trial court, which granted bail to climate activist Disha Ravi Tuesday, has, effectively, raised the bar for the State to initiate prosecution for being part of a “larger conspiracy.” This is significant given this charge is now recurrently levied in cases related to riots and protests. “Any person with dubious credentials may interact with a number of persons during the course of his social intercourse. As long as the engagement/interaction remains within the four corners of law, people interacting with such persons, ignorantly, innocently or for that matter even fully conscious of their dubious credentials, cannot be painted with the same hue,” Additional Sessions Judge Dharmend...

He immediately apologised to the bench and said that he would address the court as “Your Lordship”. To this, CJI Bobde said: “Whatever, but don't use inappropriate terms”. The bench told him that in the US Supreme Court and in magisterial court here, the court can be addressed as “Your honour” but not in Indian Supreme Court. The bench then asked him what his case was, to which the student, who appeared in-person, said that his plea seeks that infrastructure ...
